Currently we are having issues with our developer portal and it is temporary not reachable. We are currently in contact with the external party to get this resolved a.s.a.p. Update: The certificate used for the developer portal is expired and we are currently working on getting this renewed a.s.a.p. We will inform your once this is done and the developer portal is available again.
